Civilian Rulebook
Rules specific to civilian players in Vice City Roleplay. These apply in addition to the General Rulebook. All civilians must read both before playing.
§1 — General Civilian Conduct
These rules apply to all civilian players in addition to the General Rulebook.

You must value your life at all times. Act as a real person would in dangerous situations. Do not run toward armed individuals, laugh during a robbery, or act invincible.

FearRP is always active. If someone has a weapon aimed at you or you are clearly outnumbered with no realistic chance of escape, you must comply with their demands.

Do not use your civilian status as a shield. Being a civilian does not exempt you from IC consequences. If you engage in illegal activity, you are subject to criminal RP outcomes.

Respect active scenes. If police, EMS, or another faction is actively working a scene, do not interrupt, spectate for extended periods, or interfere without IC reason.

No cop-baiting. Do not deliberately antagonize law enforcement without a valid in-character reason just to start a confrontation.
§2 — Job & Economy Rules
The economy is player-driven. Exploiting it ruins the experience for everyone.

Do not exploit job scripts. Using bugs, loops, or unintended mechanics to farm money faster than intended is an exploit and will result in a ban and economy wipe.

No money laundering without RP. If your character is laundering money, there must be an established in-character business or operation backing it — not just a script interaction.

Job zones must be respected. Do not rob players who are actively working legal jobs in designated job zones unless it is part of an established, ongoing RP scenario.

Businesses must be operated in character. If you own a business, it must have active RP behind it. Owning a business just to launder money with no RP will result in the business being removed.

No price fixing or market manipulation through OOC coordination. In-game business competition must be driven by IC decisions only.
§3 — Property & Housing Rules

Properties may only be used by the registered owner or players the owner has explicitly granted access to IC. You may not lend your property to another player for extended periods without IC justification.

No stashing illegal items in civilian properties unless your character has an established IC criminal connection. Properties are subject to IC search warrants.

Do not use properties as combat safe houses. Running into your property mid-pursuit to avoid police or another player is considered fail RP.

Property disputes must be handled IC first. If another player is trespassing on your property, call police IC. Do not immediately resort to violence without warning.
§4 — Civilian Interactions & RP Standards

New players must be given reasonable time to respond. Do not immediately escalate to violence against clearly new players. Read the situation.

Hostage rules apply to civilians. If you are taken hostage, you must comply realistically with FearRP. You may not suddenly fight back unless you have a clear and realistic opportunity.

Do not use /me or /do actions to force outcomes on other players without giving them the opportunity to respond. Emotes are collaborative, not commands.

All civilian factions (mechanic shops, media, legal profession, etc.) must operate within their role. A mechanic cannot perform surgery; a news reporter cannot act as law enforcement.

Legal profession (lawyers, judges) must conduct themselves professionally in court RP. No trolling court proceedings.
§5 — Civilians Engaging in Illegal Activity
Civilians are free to engage in criminal activity but must follow the applicable gang and general rules when doing so.

You are not protected by civilian status once you engage in criminal activity. Law enforcement has full authority to arrest, charge, and process you IC.

You must follow the initiation rules outlined in the General Rulebook if you commit crimes that result in violence.

Independent criminal activity (not affiliated with a gang) is permitted but does not grant you access to gang-exclusive mechanics or territories.

If you are arrested, you must comply with the arrest process fully. Do not combat log, disconnect, or fail RP your way out of custody.
§6 — Civilian Punishment Guidelines
Civilian-specific violations are handled in addition to the General Rulebook punishment ladder.

Job exploit / economy abuse Temp Ban + full economy wipe of exploited funds.
2
FearRP violation Warning first offense. Temp Ban on repeat.
3
Property abuse (using as combat safe house) Warning + possible property removal.
4
Cop-baiting / deliberate scene disruption Temp Ban based on severity.
