Police Rulebook
Rules specific to law enforcement players in Vice City Roleplay. These apply in addition to the General Rulebook. All officers must read both before going on duty.
§1 — Officer Conduct
Law enforcement officers are held to a higher standard than all other players. These rules apply in addition to the General Rulebook.

Officers represent the department at all times. How you act while on duty — and off duty on an LEO character — reflects on the entire department. Conduct unbecoming of an officer is subject to IC and OOC consequences.

You must be in uniform and clocked in to exercise police authority. Off-duty officers do not have arrest powers unless responding to an active emergency and identifying themselves.

No power tripping. Abusing your authority — arresting without cause, seizing property illegally, or using police powers to harass civilians — is cop abuse and will result in demotion and possible ban.

Corruption RP requires prior command approval. You may not independently decide to play a corrupt officer. This must be authorized by department leadership and staff.

Maintain professional radio communication. No yelling, trolling, or playing music over the department radio. Keep transmissions clear and relevant.

Respect chain of command. On-scene, the highest-ranking officer present is incident commander. Do not freelance or ignore direct orders from a superior officer on scene.
§2 — Use of Force Policy
All use of force must be justified, proportional, and escalating. Officers who violate use of force policy will face IC disciplinary action and potential OOC punishment.

Verbal commands first. Before drawing a weapon or using any force, you must give clear verbal commands and allow a reasonable time to comply. Exceptions apply only in immediate life-threatening situations.

Force must be proportional to the threat level. You may not draw a firearm on an unarmed person who is not an immediate threat. Taser or physical restraint is appropriate for resisting but non-violent suspects.

Lethal force is a last resort. You may use lethal force only when a suspect poses an immediate threat to the life of an officer or civilians and no lesser force is appropriate.

No shooting at fleeing vehicles unless occupants are actively firing at officers or there is a direct and immediate threat to civilian life.

Officers must cease force the moment a suspect complies or is incapacitated. Continuing to assault a compliant or downed suspect is a serious violation.

All use of force must be documented via a report in the CAD/MDT following the incident. Undocumented use of force is treated as unauthorized.
§3 — Pursuit Policy

Pursuits must be authorized by a supervisor if they exceed city limits or become high-risk. Solo officers should call for backup before initiating a pursuit.

Know when to terminate a pursuit. If a pursuit poses greater danger to civilians than the suspect's alleged offense, you must terminate. A non-violent traffic stop is not worth a multi-car highway chase.

No ramming suspect vehicles at high speed. PIT maneuvers are permitted only by trained officers in appropriate situations — not as a first response.

Air support (helicopter) must be requested through dispatch, not taken unilaterally. Helicopter pilots must be authorized personnel.

No spike strips on highways unless conditions allow for safe deployment. Spikes placed carelessly that cause civilian accidents are an officer liability.
§4 — Arrests & Processing

All arrests require IC probable cause. You must have a witnessed crime, reliable informant tip, or valid warrant. You may not arrest someone because you suspect them with no evidence.

Miranda-equivalent rights must be read during processing. Suspects have the right to request legal representation (player lawyers or NPC) before questioning.

Searches require consent or probable cause. You may not search a person or vehicle without their consent unless you have PC, a warrant, or exigent circumstances.

Processing must be completed in full. Do not arrest, lock a player up, and log off. Arrested players must be processed and either charged or released within a reasonable time (max 30 minutes).

Jail sentences must be proportional to the offenses. Excessive sentence stacking to keep players locked up for hours is an abuse of police powers.
§5 — Department-Specific Rules

LSPD covers Los Santos city limits. BCSO covers Blaine County and rural areas. Jurisdictional crossover requires notification to the other agency unless it is an active hot pursuit.

SWAT / SRT callouts require supervisor approval. SWAT may not be deployed for standard traffic stops or minor incidents. Minimum threshold: armed barricade, hostage situation, or active shooter.

Detectives / CID must maintain active case files in the MDT. Undercover operations require a case number and supervisor sign-off. No freelance undercover work.

K9 handlers must only deploy the K9 when appropriate — tracking, building searches, or suspect apprehension. K9s may not be used as intimidation tools on compliant suspects.

FTO officers are responsible for the conduct of their cadets. If a cadet violates rules during a supervised session, the FTO shares responsibility.
§6 — Off-Duty Conduct

Off-duty officers are still held to department standards. You may not commit crimes on your LEO character while off-duty.

Off-duty officers who witness a crime may intervene and identify themselves, but should call on-duty units rather than operating as a solo vigilante.

Do not use your LEO character to gain intelligence on gangs, then switch to a civilian character and act on that information. This is metagaming between characters.
§7 — LEO Punishment Guidelines
1
Use of force violation (minor) — IC written warning from IA. Repeat: demotion or termination.
2
Arrest without probable cause Warning + IC IA investigation. Repeat: Temp Ban from the department.
3
Unauthorized corruption RP Temp Ban + removal from the department.
4
Power tripping / cop abuse Warning → Temp Ban → permanent removal from LEO whitelist.
5
Combat logging during a pursuit or arrest Temp Ban 24–72 hours.
